Cyberabad Development Authority

DRAFT MASTER PLAN FOR CYBERABAD DEVELOPMENT AREA. PUBLIC NOTICE UNDER RULE 12(4) OF SECTION 8(2) OF Andhra Pradesh Urban Areas (Dev.) Act, 1975, as amended.

In exercise of the powers conferred by sub section (1) of section 13, read with clause (b) of section 2 and under section 3-A of Andhra Pradesh Urban Areas (Development) Act, 1975, as amended by the Andhra Pradesh Urban Areas (Development) (Amendment), Ordinance, 2000 (Andhra Pradesh Ordinance No.12 of 2000), since passed by the Andhra Pradesh Legislative Assembly, the Government of Andhra Pradesh declared the Cyberabad Development Area (CDA) vide GO Ms No 21 MA Dt. 20th January 2001 as a Special Development Area which is meant for the effective development of the areas around the HITEC City and surroundings.

1.)   This covers broadly an area of 52 sq km consisting of 17 Revenue villages (15 full villages and one part village falling in Serilingampally Municipality and one village falling in Manikonda Jagir Gram Panchayat) as listed in detail later in this notification.

2.)   In the same Order the Government of Andhra Pradesh constituted a Special Area Development Authority for the area described therein to be a Special Area Development Authority for the purpose of the said Act, (as amended) and the said authority shall be called as the Cyberabad Development Authority.

3.)  Through letter no 1769/H2/2000-5 MA dated 23-01-2001 the Government of Andhra Pradesh requested the Vice Chairman, Hyderabad Urban Development Authority to look after administrative affairs of Cyberabad Development Authority till the appointment of Special Officer or Chairman to the Cyberabad Development Authority.

4.)   The areas falling under Cyberabad Development Authority are presently covered by three Zonal Development Plans namely for Ramachandrapuram Zone, (GO MS no 353 MA Dt 30-5-1980) Kukatpally Zone (GO MS no 209 MA Dt 25-4-1986) and Popalguda Zone (GO MS no 479 MA Dt 2-9-94.) notified under the Andhra Pradesh Urban Areas (Development) Act, 1975.

5.)   In view of Andhra Pradesh emerging as a major center of excellence in the field of information technology and training centres of international repute, the Government of Andhra Pradesh have decided to get a special development plan prepared for the areas around the Hitec City at Madhapur, IIIT, International School of Business and the intervening areas as a model enclave commensurate with the concentration of such institutions in the area.

6.)   Accordingly the Government engaged the services of town planning consultants of repute who have prepared a draft Master Plan for the said area of about 52 sq km. Once the Master Plan for the Cyberabad Development Authority area is finally notified after going through the prescribed procedures under the Andhra Pradesh Urban Areas (Development) Act, 1975, it will supercede the three Zonal Development Plans mentioned above.

7.)  The main proposals of the Draft Master Plan include a network of major roads ranging in width from 24 m (80 feet) to 80 m (265 feet) and local / internal roads ranging in width from 9m (30 feet) to 18m (60 feet).

8.)   The Old Mumbai road is proposed as 65m wide (213 feet) and the Khajaguda – Gopanpally road is proposed as 36m (118 feet) wide.

9.)   Two new major parallel spinal roads are proposed linking the NH9 to Mumbai with the Old Mumbai road through the Madhapur area having widths of 45m (150 feet) and 36m (118 feet). The longitudinal strip falling between these two spinal roads is proposed to be developed as a Central Spine or Mall Area with major offices, commercial and Institutional activities and software units. This will also have high quality residential areas.

10.)  An Expressway of 65 m (213 feet) width is proposed forming partly the Hafeezpet-Gachibouli road and extended as new formation southwards through Manikonda Jagir Uudafa – Nanakramguda, proceeding to eventually connect the proposed International Airport at Shamshabad.

11.)  The existing as well as proposed new railway stations (under the proposed Multi Modal Rail Transit System) on the Hyderabad –Mumbai Railway line will be connected with the Cyberabad area by way of suitable road network.

12.)  The proposed land use map shall be read with specific land use Zoning Regulations and building regulations accompanying the Draft Master Plan. The proposed draft Master Plan will provide a framework for the creation of high quality infrastructure as is required for attracting investment and employment in the areas of information technology and other key sectors, while making adequate provision for service population and lower income groups.

13.)  The plan also provides for environmental protection, energy conservation and healthy living conditions. Innovative methods like External Betterment Charge, better recovery and structure of Property Taxes and a premium on Floor Area Ratio are some of the avenues suggested by the consultants for raising resources for the creation capital infrastructure in the area to implement the plan.

The Draft Master Plan for Cyberabad Development Authority Area prepared by the Cyberabad Development Authority for the area described in schedule below is hereby published.

The map depicting various land uses may be inspected without charge during office hours at the office of Hyderabad Urban Development Authority on all working days for a period of one month from the date of publication of this notice.

Copies of the Draft Land Use Plan and Regulations will also be available on sale from 10 th July 2001 in the office of Hyderabad Urban Development Authority.

Any person affected by the Land Use Map of the Draft Master Plan may communicate in writing to the Vice Chairman, Hyderabad Urban Development Authority, Hyderabad the objections relating thereto.

Boundaries

The northern boundary begins at the north western corner of the Kancha Gachibouli village, crosses the old Mumbai Road near the APSRTC Bus depot.

It follows the northern boundaries of the SBI Rural Development Institute and Indian Immunological Limited and western northern boundaries of Kothaguda Reserve Forest. The boundary crosses the Hafeezpet-Gachibouli road Opp. Andhra Pradesh Spl. Police Battalion.

Proceeding south along the Hafeezpet-Gachibouli road, touching the north western boundary of Gachibouli village the boundary moves to east proceeding along the eastern boundary of Kondapur village.

It crosses the Madhapur road at the western boundary of the Madhapur village (Jayabheri Estate) and proceeds north along the eastern boundary of Kondapur village encircling the western and northern boundaries of Ijjatnagar, Khanamet and Guttalabegampet and finally touches the Municipal Corporation of Hyderabad boundary at Borabanda.

The boundary follows the western boundary of Municipal Corporation of Hyderabad area crosses the Madhapur road at Kavoori Hills and proceeds south to touch the Old Mumbai Road at Hussain shah Wali Dargah.

The boundary follows the southern boundaries of Dargah Hussain Shah Wali, Manikonda jagir, Khajaguda, Nanakramguda and south west corner of Nanakramguda villages. It then proceeds to north and follows the southern boundary of Gopanpally village and touches the south western point of R&B Nallagandla-Gandipet road and crosses the Khajaguda road at Gopanpally Lambadi Tanda. It then proceeds north along the Nallagandla road till the western boundary of the University of Hyderabad.
